Why is my multiplier jumping around

The system only uses what it needs and it does a very good job of managing, I have it on my Phenom X3 BE. Under load my CPU is at 3. Running at lower clock speed and voltage puts less stress on all parts of your system. Your PSU doesn't need to constantly provide as much power and your components aren't being stressed by the higher voltages and clock speeds.

Turn it back on, you're wasting tons of electricity and heating up your components for no reason by running it at the max clock speed all the time. I agree that I would leave that feature on. Saves power, lowers heat. But another part of me wonders if it isn't better to just let the thing stay at full x Heat is bad, but so are heating and cooling cycles. Perhaps there isn't much of a temperature difference, if the difference is C though, I'd be getting more worried about the temp swings.

Even though you are only using a single thread for Prime 95, you will find that Win OS will be doing some tasks with the other threads. There you will see the activity on each thread. As soon as the other threads are under load, your multi will change to what you set them to.

Set all your core ratio limits to X42 and see what it does. Just in addition to previous comments. Lets say your normal turbo cores are 3,5 for 4, 3,6 for 3, 3,7 for 2 and 3,8 for 1 core, then the best OC you can get is 3,9 4,0 4,1 and 4,2 on a single core load only.
